The actual opening and closing of a breaker should always be performed remotely where possible, even having a 'remote control on a wire' to allow the operator to move away from the front of the cubicle is better than standing in front of it.
There are also remote devices for racking switchgear in and out of service positions. ABB and Schneider make devices for their own switchgear. Siemens and Safe-T-Rack offer devices that can be adapted to suit a variety of different switchgear.
One thing to remember about remote controls is to make sure that the cable is long enough to remove staff from the arc flash boundary.
Even with these devices it is likely that a lighter level of PPE will still be required.
